Permit Application

Building & Development Permit Procedures

Approval to build, redevelop, renovate, or change the use of a property or plot of land within the Mpohor District.

Who can apply

Any person or organisation who holds legal title to immobile property or a plot of land and intends to develop, redevelop, renovate, or change its use.

How to apply

Purchase the Building Permit Application (BPA) form and TCP Form 1 from the Revenue Office (Room 36) and the Development Control Unit (Room 47) at the main office.

Requirements

The prospective developer must provide the following:

  1. a
    A clearance letter following an official search on the status of the land from the Lands Commission / Land Title Registry, issued upon a search letter from the Development Control Unit.
  2. b
    Three (3) sets of working drawings, including:
    • Site Plan (scale 1:1,250 or 1:2,500)
    • Building, Fence, and Block Plans (scale not less than 1:20 or 1:40, or metric equivalent 1:1000 & 1:2000)
  3. c
    A completed Building Permit Application Form and Physical Planning Department Form 1.
  4. d
    Signatures from the following professionals on the attached plans:
    • A Professional Town Planner to sign the Block Plan
    • An Architect or Licensed Draughtsman for architectural plans
    • A Civil or Structural Engineer for structural drawings, required for three-storey buildings and above
For multi-storey or complex developments, you may also need to submit an Environmental Impact Assessment Report, Structural Report, Fire Service Report, Hydro Report, Geological Report, or Traffic Management Report.

Submission

  1. a
    Submit the completed forms, along with all other requirements specified in the Building Permit Application and TCP 1 Forms, to the officer in charge at the Development Control Office, Room 47.
  2. b
    On submission, you will be informed of any corrections or additions needed, the processing fee, and the date for site inspection (if necessary).

Processing procedure

  1. 1
    A team from Physical Planning and Works inspects the site with the developer within two (2) weeks of application, confirming the site matches the Site Plan and is suitable for the proposed development.
  2. 2
    The Statutory Planning Committee Secretary (Metropolitan Physical Planning Officer) processes the application within two (2) weeks after the site inspection.
  3. 3
    A Technical Committee meets to evaluate the application, visits the site, and makes a recommendation to the Statutory Planning Committee (SPC) within four (4) weeks after inspection.
  4. 4
    The Statutory Planning Committee considers the application within fourteen (14) working days after the Technical Committee meeting.
  5. 5
    The Statutory Planning Committee Secretary submits approved plans to the Metro Works Department for issuing of the Development Permit within five (5) working days.

Collecting your permit

Pay the approved building permit fee at the Revenue Office, then collect your Development Permit from the Works Engineer's office — typically three (3) months after submitting your application.

Please note

  • A receipt for the processing fee is not a Building Permit.
  • Permits are issued within the three-month window, subject to proper land title and standard drawings.
  • A Building Permit is valid for five (5) years. If your project is not started or completed within that period, you must apply for a renewal.
  • All development must conform to the approved Planning Scheme.
  • Fees are subject to change and are regulated by the Fee Fixing Resolution adopted annually by the General Assembly.
  • Do not make any false declaration on your application — doing so will result in rejection.
